There is much to be said for Mr. Ellis' policy

of full disclosure and readiness to adopt

suggestions. But I fear from previous

experience it will mean agitation culminating

in some drastic step, such as registration,

which is in advance of Chinese sentiment. It

is unfortunate that this delicate question

should have been raised again just on the eve

of a General Election. There are all the

materials for a violent agitation of the kind

we had before and every prospect of the

Mui-tsai question being made a "test question"

by the Feminist Societies which exploited it
